Step 1: Cut or punch flower shapes out of different colored craft paper.

2. Spread glue over the flowers or base paper.
3. Arrange the flowers in different designs over the paper.
You can make small flowers, large flowers, or no flowers at all. My little girl loved just using the circles more than the actual flower patterns I had prepared for her.
